There's always a Kadian about.   However, if you need to talk to a Player's Character that is a Kadian, and you've spend a long time (tm) looking in game for one, email the Kadian immortals.

There are Kadians in both major cities, PC and NPCs alike.  All I can say is to look a little harder.  :)
