Mansa is correct. This is for carts that you already possess, or acquire in the future. Think of them as "stablehands for carts."

Due to the wood and labor and other ingredients required in the wagonmaking skill, it's probably around "thousands to tens-of-thousands" in range to build a small cart, with the price of sale only going up due to location, availability, transport cost, labor/expertise. It be expensive.

Since you can analyze items now and get the recipes, I assume crafting carts and wagons will become more popular amongst the playerbase, because you don't need to hunt for the missing recipes anymore.
