Staff Policy and conduct

Unlike my last post about a staff announcement I don't really have anything to say that'll get people screaming at me (This is said in jest), so here's a post for discussing the latest staff announcement by Shabago here

The only thing I can think of to add/ask would be: Where all of these things already a thing and just written down in the super secret staff forums or were some things just 'understandings', was it all compiled recently? Etc.

I have no real reason or desire for knowing these things, just curious.
