Is the skill supposed to appear in our list, or is it one of those things we just have to take for granted that we have?

It shows up in your list. Or should if your a combat class. If you think you should have it buy don't email the MUD account/Wish up and all that jazz. Whichever floats your boat.

Creeper thinks everyone might get the skill but isn't sure.

Anyone who has dual wield should have two handed according to a post or note somewhere.

Everybody should have it.  If not, change your objective to, "Can I have the two-handed skill, please?"
