I'm fairly certain it is.
At least, it corresponds between my current karma level and my class options.

Of course...

You can have MUL Karma, and not have Elkros Karma.  That is definitely possible.

I was under the impression that psis are all special app. I could be mistaken.

No, but I know for sure that the staff pretty heavily appreciates a note to the MUD account about the psi you plan to create. Same with your sorc.

This is accurate.

Staff can add or remove options manually as well, but by default your options follow your karma level which follows that chart.
