Does this mean, that NPC soldiers will not get an -extra- combat round when fighting?

Does this mean that NPC soldiers will not try and subdue you, fail, then fight you in one round?

As I said, if you have specific instances that you notice in game, mail me a description of them and a log.  I will do my best to fix them as I can.
