Barring special IC circumstances, not really.

These tribes all have coded camps with coded storage space and they know better than to trust those city-bound scoundrels with their property!

I can't really comment on how the bailey works, but nothing about how the bailey works has changed. It has always treaded a line between lawless and lawful that is still preserved by this addition.

Find out IC: pay a guard to arrest the half-elf that just punched you for extra confusion.

I've had a bit of time to look into the tents and find it confusing I can't fit the key that unlocks the trunk into the trunk, can't drop it either. I think the trunks are probably the right size, but the limit for the room's item capacity is 0, or taken up by the trunk itself. As of now the trunk is functionally not even there.

Thanks for pointing it out, it was a result of an oversight on my part. It's fixed now.

This is so freaking awesome! Thankyou to staff for thinking of a way to have apartments without having apartments! That's pretty dang cool IMO :)
