Do we already have anything on here about what goes on on an OOC level when a toon in-game wants to, like, start a recognized, organized group?

Step 1 is to send in a request to staff. They will take it from there :)
Try to be the gem in each other's shit.

We are purposefully not adhering to a strict structure for what is required because we're rather evaluate everyone's goals individually and support what they're really after. SO BASICALLY - start working toward establishing yourself in the game via the usual means (getting a license, getting a warehouse or establishing a front for your business/trade/org) then talk to staff once you've done some work.

In line with this question, can you make family/company role calls in 'Player Announcements and Collaboration' for an already existing character instead of planning out the family/company beforehand and creating characters based on the concept who are noted to be part of said role call?

The in game PC clan process is for non-related PCs to come together to form.. whatever. For families or tribes (e.g. blood relations) then you can you utilise the family role calls via Player Announcements. But these concepts must be worked out with staff and approved before they can posted as role calls. You can use the 'role application' type request if you want to discuss a family role. So the two things are not the same. Blood related PCs could go on to then form a clan, if the concept was above and beyond just being family, e.g. two brothers who had app'd in together as a family role call could then go on to start a lumberjacking business and start a PC clan together. They would still need to follow the PC clan process from the beginning once in game.
