Change to Unstorage Policy

We have updated the policy for un-storing a character to the following (changes in blue) (Note that this does not retroactively apply):

Please note:
   If you store a character, you cannot bring the character back at a
later date. There are very few exceptions to this rule, such as running a
role specifically for a plotline, or switching to play a character for a
rolecall, and in all cases such exceptions must be negotiated before the
character is stored.  Staff will take a default stance of approving any
un-storage request that involves switching to play a character for a rolecall,
as long as it was agreed to beforehand.  However, there may be circumstances
where the un-storage becomes untenable (e.g. the character has aged beyond the
reasonable life expectancy while stored).
