I have been logging in for about a week. I dont see many about. Is everyone on vacation? I haven't seen a templar or craftsperson or anyone. Where shall I go to RP?

You could look at the rumor boards and way one of the people mentioned there should you have an IC reason to? Or make a board post of your own.

Some areas of the game are busier than others right now.  I generally see about 20+ per night. 

If your PC is able, you could always visit another settlement! The Byn is always willing to take someone from place to place for a price.
