Bandoleer

Does the bandoleer share slots with the cloak? I seem to recall that it does, but it has been so long that I can't recall.

Depends on the item. If you do assess <item> you can see where it can be worn. Many bandoliers can be worn over the shoulder, so you can try 'wear bandolier over shoulder' and you can wear it over a cloak.

Some can be worn on the waist, both shoulders, the back, or around your body.
So that should help.
