Some coder should make a tool or website widget that will allow you to check local times versus in game times.  This way nobody is setting up festivals for the middle of the night.  Unless it's a whore festival, then I guess that's good.

You know, I haven't done any hobbyist programming in a while, I'm not sure entirely what you want but if you define some requirements for me I will consider writing something.
