First character restrictions: Allanak or Tuluk

Live as of this morning for new player accounts:

Your first character in ArmageddonMUD will now be restricted to starting in Allanak or in Tuluk.  This restriction only applies to the first PC; after that, a PC may start in any of the other less populated locations.
