Tattered

What exactly is the criteria for a piece of clothing to become tattered? Is this a state it can get to, like dusty or bloody, or do you simply acquire it as tattered?

If it wasn't tattered before, then yes.  I'm not sure if this can be repaired but it's worth trying to take it to a tailor.  I know that tailors of armor also repair armor rather just sizing them.
