Bulk Spice Buyer

If one were to ask around in the proper places in Red Storm, one might notice that there is now someone present that can buy spice grains in bulk quantities.

Syntax:  offer <container>

We will be monitoring its use in order to determine if any changes need to be made.  You must have a certain minimum amount in the container.
