Changing of the guard

How difficult would it be to have an NPC changing of the guard at sunrise or sunset?  Ive been playing for a while, and the same guards are on the front gate of Allanak, the Tor compound, the Byn compound, and others.  Could the NPC's be programmed to walk to the gate, salute, then trade places?  Then the other NPC can just go to the barracks or some such.

I dunno about you...but I've seen the guards being changed....
