Soldiers a bit less friendly about resisting arrest.

Some people have noticed so I wanted to post to make sure you realize this is not a bug.  Please be aware that soldier NPC AI behavior has been expanded on a bit to not be as leniant with resisting arrest.

If you try and flee from a soldier and have nosave resist on, you will automatically turn nosave resist off (you are actively resisting arrest).  Just like in real life, resisting arrest is a great way to piss law enforcers off.  Depending on how pissed the soldier is, they may take your struggling for meaning you want a club to the back of your head.
