Change to shutdown procedure

When we are shutting down (for a reboot or otherwise), you will see a message saying 'Shutdown by <staff member> in X minutes'.  Once you get this message you will now be able to quit out wherever you are in the game, regardless of if you are in a safe room, have a combat timer, or any other impingement on being able to quit out.  

This should allow us to reboot quicker, and that means we should be back up quicker.
