Stamina drain added to ranged combat

Shoot for bows and load for crossbows will now cost stamina to use.

With the new stamina drain code you can now use some bows that previously were to strong for you to pull back.  However, doing so will cost you more stamina than using a bow appropriate to your strength.

We've upped the stamina cost of shooting a bow, you should now always take stamina drain for shooting a bow.  Note this does not affect crossbows.
