Subduing the Unconscious

In light of the recent changes to stealing from unconscious victims, I'd like to suggest an addition.  It shouldn't be possible for someone to subdue unconscious victims IN BROAD DAYLIGHT right in front of NPC soldiers, templars, et al, unless said victim wishes to be subdued (i.e., with use of the nosave command).

Or maybe this is already in place and I don't realize it?

Why not?  If the victim is out cold, and not protesting, why should the NPCs wish to get involved, and why should the busy militia's attention be attracted?  Who is going to call, "Help, help!"?

If I tried casually strolling on down the street with someone unconscious over my shoulders, I'm certain it would raise a number of eyebrows.

Now imagine trying to do the same in a non-modern world.  In a "police state" ruled by corrupt, every watchful eyes who can have you arrested, tortured, and thrown in an arena for the merest slight.

Yeah, I think dragging unconscious people in broad daylight should definitely be seen as untoward.

Why should nosave have any bearing on the situation?  (It does, as far as I know, but that's beside the point).  

How exactly is an unconscious person who doesn't want to be dragged away any different looking than one who does?   Nosave should be irrelevant, since unconscious people can't resist anyway.

Clan affiliation I could understand being a factor, but not nosave.
