A foreign presence contacts your mind.

You sense a foreign presence withdraw from your mind.

Does that annoy anyone else?

Any chance there could be some skill to determine who it was the just annonymously took a joy ride in your head and left you completely oblivious?
he machinery of government is always subordinate to the will of those who administer that machinery. The most important element of government, therefore, is the method of choosing leaders.

While I understand your frustration (oh, yes I do, trust me)...

The problem with suggestions such as this is that such talents would fall into the realm of a mindbender.  No (sane) zalanthan would openly admit to possessing abilities beyond the common contact and barrier, and what abilities there are beyond those two are purposefully shrouded in mystery.  If you have an idea regarding the psionicist skillset, it is far better to email it into the MUD account in case it already exists.  This is also the case with magick spells.

It's a bit annoying, yes. Like someone calling you then hanging up when you answer the phone.

Then I try to remind myself that it's an IC annoyance to my character, not to me. It's certainly something Zalanthanians would do since they can get away with it.
Lunch makes me happy.

To be serious, yeah, it can be annoying, but I don't think that the typical Zalanthan should be able to know who just contacted them.
