  The eastern rooftop ends abruptly here, and it's a precarious climb
between the roof's edge and the alley below.  A few wooden support beams
protrude in spots from the building's edge, providing scant hand and foot
holds.

You can restore stamina while standing. It just takes a long, long-ass time. Go do your grocery shopping, or something.

Contact npc's till you go unconcious and fall. But if its not a falling room, you get to regen while sleeping. Either way problem solved!

I had something similar happen once. A wish fixed it, but brace yourself for a painful impact!
