Brew vs. Craft

Just curious.. why do the two systems use such a different format to more or less do the same thing

ie
 Brew  <result>  item item etc

             vs.

 Craft  item item   into <result>


 Only answer I can think of is that craft makes it easier to figure out what things you can make where as brew requires you to get the knowledge from somewhere somehow.
As the great German philosopher Fred Neechy once said:

Brew also never fails, to my knowledge.

Brew never fails.  And several different ingredients may result the same thing with brew.  So it is different from the craft in that way.

Brew DOES fail.

It's just very, very, very very very rare.
