Thanks for the reminder, one question comes to my mind each time I vote -
what do those "In" and "Out" numbers stand for? I couldn't find a hint and am left to wild guessing...

If anyone could share his ideas, I;d be glad to get a clue to those mysterious numbers.

In is how many votes and out is how many people have clicked on the game's link on the TMS page.

We've dropped to nine, and we're about to get kicked out of top ten because only a few people are voting. It just takes five seconds, and has the potential to bring in new players fairly quickly... Just, please... Vote at least once a day. It's a simple gesture that might bring boundless rewards, whether you recognize them in-game or not.
