Walking through quit rooms while not "too excited" should restore quit ooc

Walking through quit rooms while not "too excited" should restore quit ooc.
If a player walks through a quit room while able to quit out and without quit ooc they should have the ability to quit ooc restored. This prevents players from needing to quit in passing just in case or having them get punished for forgetting.
