Updates to consent help file

Updates have been made to both 'help consent' and 'help rape'. These updates do not represent any major changes in intended policy, rather information has been moved around to make it more accessible and numerous points have been clarified more explicitly.

Notably if you are playing a leadership role (or a role with particular powers of persuasion over others), please do re-familiarise yourself with the consent rules!
