Character Portrait Question

Hello there! I had requested another person to do a portrait of my character so I could post it.

I saw an old post as I was going through the forum saying that it either needs to be approved and properly credited to post, or we can't post them at all..I'm a little confused. Can you explain what the process is and if I'm allowed to post it?
