What will the player committee do?

So provide advice before a ban/punishment, and be notified of a ban.

What kind of advice would staff be looking for? 

What's the purpose of notifying 5 people, who presumably can't do anything with that knowledge now a decision has been made.  Some kind of "ban review" reminder team?

Do you want them to fulfill "player advocacy"? And if so will they have the means to reach out to players?

I'm worried people could read into this committee what they hope it is rather than what staff intends, and be disappointed.

I feel like the player committee will have two opposite duties: being notified after a ban and being notified before one. It seems like an opening for an unjustly banned player to assume that the player committee has failed them, even if that assumption is misplaced. I hope staff will at least consider notifying the player in the ban message whether the player committee has already reviewed the ban, or whether the review is pending.

Whatever advice the Player Committee wants to give.  "We don't think that's the way it should be handled" or "You've worded that terribly, here's some better way to put it" or really whatever they want to say.

Transparency.  It's not transparency to the entire community, but to a group who represents the community.  This is a compromise between "keep bans private" and "share bans with everyone".

Not exactly.  It's purely an advisory role.

The Player Committee will not be review bans before they happen.

It's important not to read into this what you want it to be, but rather what it will be as described.  I don't mean for that to sound rude, because I understand the tendency for people to read more into something than what it is.  I can sometimes do that too.

Another way to put this:

Staff Complaints:  The Player Committee will have the opportunity to weigh in before a Staff Complaint is resolved.  The Producer Team may or may not take their advice.  They/we would be ill-advised to ignore their advice, but it is an advisory role.

Bans:  The Player Committee will be notified of a ban, with details, after the fact.  This is in lieu of notifying the entire playerbase.

Thanks for clarifying. Somehow I had heard "staff complaint" through the screenreader and thought it would include "player complaints", i.e. the player committee will provide advice on staff resolving player complaints. But now I get it.

Could we set up something staff-side where there is "ban-record" of some type that would preserve what account was banned, when it occurred, and what Request tickets were pertinent?

This might make untangling future ban issues (and possible reversions) much easier.  It could even be something a search function on the Request Tool could perform for you if a new category was added to it.

Similarly, I had mentally read "advice about complaints" in general, including potential player bans, rather than purely staff complaints.

There is likely a debate about player advocacy. And I think it will be difficult to give advice without some direct communication with the complainant.

But Halaster's clarification helps understand the intention.

That'll be some of the first business of the committee.  Figuring out how we want to document things.
