could a vivaduan remove a tattoo from someone using cantrippy "flesh knitting" magick? it might be absolutely terrifying as your skin shifts around but i think it could work

Tattoos are not things that Vivaduans can act on / manipulate.
Neither with just cantrips, nor with actual spells available to them.

Besides, there is no coded way for PCs to remove a tattoo that they've already got, so it's best that this line of thought is not pursued.
