Bamberry or Spice Ale?

If you had to close down either Luir's or Storm without reopening anything or closing down anything else, which would it be?

I would prefer to close down Allanak before either Luir's or Red Storm was closed, but if it was an option between only those two, then Red Storm, every time. Luir's is crushed in between two city-states and the foreboding presence of tribes of the Pah. It's a melting pot where nothing truly melts; I guess you could consider it America in that regard, it's sort of a tossed salad... but with a lively, potent bamberry dressing.
