preparing my new character

My current character is alive and well, but I was wondering if I should start preparing a new character now in case I meet an untimely end?  Can I apply for a new character while my current character is still alive?  I'd rather not have to wait the 24h for a new character to be approved if I got murdered.

Some players like to keep a character concept on-hand in case their current PC dies. You can't submit a normal application while your character is still alive, but you can keep a character concept in a text file at least. You can submit a special application while you're playing a PC, however. Note that the 24 hour timeframe is only a maximum and many PCs are approved a lot earlier.
