There are quite a few literate people.  Also you could do it with dead drops of items that have a meaning, or are otherwise valuable.  Or even supplies and a means to communicate without the written word!   There are a lot of options.  If you're clever enough.

I think you're playing a different game then the rest of us.  Literacy is illegal unless you're a noble or on a really large stretch, a merchant house family member.

Quite a few = nobles, templars, and GMH family, yes.

Quite a few PCs fit into those categories. vNPCs, not so much.
