The Request Tool Versus the 'Bug' Command

As the title of this thread implies, is it considered more effective to submit notifications of bugs via the request tool, or is the 'bug' command still a valid means of submitting such reports?  Is one method preferred over the other?  How about typos and ideas?

If you find a bug that is game-breakingly, earth-shatteringly, balls-crawling-up-into-your-body-cavity-ly important, then go ahead and use the request tool.
