Doctoring history in an app

For a long time now I've wanted to play a certain role, but in order to play this sort of role it seems obvious that I'll need to work it out with an established PC filling the other part of the role.

I've tried several PCs with a mindset that would allow them to fall into the role should the right person come along, but it never works out that way for reasons that are becoming obvious-namely fear on my the part of my possible counterpart not to mention their prediliction for isolation.

So, how does the staff feel about an app which concerns an existing player, assuming that the existing player agreed, and contained history that was never worked out ICly.

Specifically, a background detailing how the other player met my PC and how they came to be that wasn't worked out in game.

Something along the lines of "My PC was walking down the road when he happened upon <the other player> doing <censored>  Due to his belief set he turned his life over to <the other player> and now serves with his whole heart and mind.

I'm sure my being vague hasn't helped, but in a nutshell, provided that players and staff are on the same page and in agreement, is it allowed to inject a PC into the life of an existing PC with the history between them happening virtually?

It's possible but needs to be looked at on a case-by-case basis.  Suffice it to say that we much, much prefer links of this nature be worked out IC'ly or that the two involved characters be created at the same time, rather than one already being in existence.  But, it's not impossible.
