I propose this idea for two reasons:
significantly increase the tension that comes from scenes where you interact with potentially xenophobic groups of tribals, or where tribals interact with xenophobic groups of City dwellers.
significantly increase the utility and need for people to either learn languages or hire the services of people who know languages. in doing this, you introduce potential for any of said hypothetical translators to play the situations to their advantage or to the disadvantage of those who hire them as the case may be.
I like this. or something like this. The Way should still be usable across language barriers, but it'd be nice if it weren't so easy to just default in that direction long-term.
However, devil's advocate: this might allow people to know whether you really don't know a language, or are just faking it.

I think within the fantasy of ArmageddonMUD and Zalanthas, there is a concept called the 'mind's language', in which everybody can talk with everybody through 'the way' regardless of language barriers.
I think changing the costs associated to these commands would be against the theme of psionics and the use of the way in the fantasy gameworld. I don't see an upside to this.
