Because we need to reargue this every year. I'd like to see a little more color and strategery in subdue-based encounters.

Not a branched skill, but totally ineffective at low subdue levels.
Subtract the victim's subdue skill + strength bonus + whatever from your own.
Delay: after.
Critical failure: you lose the hold and the victim gets a free attack unless his nosave arrest / nosave subdue is turned on. (Yes, this is one more way that militia/legion/Fist soldiers might accidentally kill people.)
Failure: victim escapes your hold.
Success: victim loses 5-30 stun.
Epic success: victim loses 30 stun and drops a weapon.

That's pretty much the criteria such a skill would be based on, and it works basically the same.
I suppose an actual command would be interesting, but I'd want it to be a branched warrior skill. It could branch from subdue and allow somewhat weaker (ordinary humans, I mean), skilled warriors to choke people to the point of unconsciousness.
Subdue really doesn't need to be more powerful.

I'd also like for the ability to 'steal item <subduee>' and not get crim-flagged like on a sleeping person.

Well, if you think about it...if you're in a place where crim-flags are handed out...maybe you ought not to be subduing and snatching things from people, since it's not exactly a subtle plot.
