This confuses me? i was off doing some stealth training, since i cant find anyone in my clan to spar with at the moment, and i realized it was telling me the red sun commons was not the city..... this a glitch? Sure the place is trashed, but it's definately not the dessert, so hunting based stealth doesnt seem to make much sense to me.
Most likely, the sector type was changed to reflect the difficulty in movement there. This, of course, has the undesired side-effect you just pointed out. The same thing can be seen in other parts of the world, too.
I'd typo the rooms.
I typo'd a bunch of other rooms not flagged correctly...they are fixed.
It's the way it should be.

The RSC was a market/raw goods area, basically a big flat plot of land with a sprawl tents, stalls and a few buildings. Thousands of people moving about on their daily business. Right now, not so much. Take a look around IC and you'll understand.

my pc sorta lives there, i've seen it. i just thought it weird. No matter how trashed an area is, it would still be a city.
Think of it this way, it should now be MUCH easier to find a good hiding spot, due to the sheer amount of trash and debris/ ect.
I administrate the area, and I've seen it as well. Take it to mean that there's nowhere to adequately hide, because there isn't. If you don't like it, you can handle this IC.

I think the more curious question is, "If it's considered outside, can ranger's forage food in it?" It will totally solve the problem of hungry rangers...
Wait a minute, I don't think a ranger's ever died of hunger, nevermind.
