The order command has been updated to let you know if the order could not be responded to because the person you are ordering is busy. It will echo to the room that you gave an order, and you will get a message saying they are too busy. You should wait and give the order again later.
Note that you may see some new behaviours on NPCs where before they would do a bunch of commands at once. Now they will pause between many of the commands.
If you notice things where this breaks the way things should work, please use the bug command.
The gate-guard to the noble-quarter in Allanak is semi-buggy because of this change. It is currently being fixed, but those of you who use it, take note it's being weird. You can still get through if you pay attention. Wish up if you have issues with this particular guard and need to get through but can't.
