well if your co-owner you cant put people in the house and when the owner dies its by yourself you cant add anyone so maybe we should fix this problem by like the owner gives a command to the rent guy or somthing saying the co

The request tool isn't really for typo/bugs/ideas. Especially not global ones (more than just affecting your character). Those should be filed using the typo/bug/idea command in game as appropriate.
