The margin is not large, and it really isn't disrupting any playability.
Heres a few words:
-Learn how to save your stamina
-Use 'battle maneuvers, special moves, or whatever you want to call those skills' only when needed
-Play smart
Besides that, I think the penalty is a very reasonable one and should stay where it is at. Keep up the good work guys.
