If we have an old request that got added to the request board, but hasn't been followed up in a good while, should we go ahead and re-request through the new system?

That's fine, just please note that you had sent this in before and to remove the old request when this one is completed.

What about things which were (are) requested in game (typo/bug/idea) - should these be now only mentioned through this tool?

Typos/bugs/ideas should still be handled in game.  The request tool is for things you used to mail mud about such as account notes, password resetting, roleplay logs for stat advancement, reporting clan activity, etc...

Who has access to the request tool, again?  Is it all staff members or is the system the same as when it was email: requests handled by one person?

All staff members can see requests that they are able to resolve.  Things like requests for account notes and staff complaints are only accessible by Overlords, for example.
