What is the syntax to light incense once it's put in an incense burner?

I think you only need to close the incense burner.

I believe once they worked when put incense in them and 'drop'ped them. Not very sure, though.. Long time has passed.

I saw it working.. In really recent past - at most a couple of weeks.. Just didn't ask the other player OOCly how it worked.

Incense burners work. Just put the lump of incense in the burner, drop the burner, and close it.

Yeah, we fixed the burners several months ago.
