Title: Sandstorms and NPCs

I was just walking around town, and I though, "Wouldn't it be nice if..."

I would like it if NPCs who have hooded clothing would raise their hoods when they enter into a sandstorm.  i.e. often at night, but also during sandtorms during the day.

It would be much more interesting to try to catch that elven thief on a sandy day, too!

I think there's been dicussion about this. And adding 2-3 NPCs with hoods per room on busy roads like caravan in allanak. Don't think it's gonna happen.

This is a tough thing from a playability standpoint, maybe, but it's certainly worth considering as an addition to the NPC "thought-process" in the code.

The playability issue might be the issue of "figure"-confusion, and it happens a lot in places like Red Storm where NPCs are often hooded.  That said, it might be a nice touch anyway.  Worth thinking about.
