Has anyone ever seen them? are they run by players or are they npc's that are sometimes controlled by the staff... just curious
Tektolnes and Muk Utep are practically never seen by the general populace of their city-states; and by general populace, I mean everyone who isn't an incredibly favored and high-ranked templar.
Being in the same room with a sorcerer-king is just about the highest honor attainable by any denizen of Zalanthas -- even moreso if they're not killed as a direct result of that.
I imagine that a small handful of players has seen the Tektolnes and Muk Utep characters, but it's impossible to say. The game has been around for a very long time now, and made a switch from H&S to RPI. If no players saw the NPCs, I'm fairly sure that every new staffer takes a look at Tektolnes, Muk Utep, Luir Dragonsthrall, the Sand Lord and the Dragon within their first day on the job. They probably also load copies of the characters and kill them for giggles.
As for whether they're being played by staff or by a player -- Tektolnes and Muk Utep are characters that, in addition to having absolutely no reason to interact with any players ever, are also people that are capable of destroying the entire Known World without too much effort. Players aren't usually allowed to wield that sort of power, and with good reason.
Just imagine what would happen if mansa was to play Tektolnes, and he logged in drunk. Now imagine mansa playing Tektolnes while sober.

I had a kank made of solid steel, and with chromed pincers. I had a krathi put flame decals on him so that he'd go faster, and had these wicked tassels on the saddle.
In the past the staff have said not to write something with a "please remove this post if it's too IC" message. If you feel the need to add that, you shouldn't post it at all.
Sorry if you feel you're being picked on. While there is some of IC info in this thread, I don't think any of it is nearly as recent as yours, manonfire. One RL year old is pretty much the minimum before even thinking of discussing something that happened IG.

(this one or old forums) that their sorc managed to be berated by Tek before dying.

I think I had an experience with one of them.... I was a 'new' player at the time and it made my entire experience with that character odd.
