Unless it was changed very recently, the info page on Luir's outpost is outdated... and almost lured me into starting there. Whoever told me to start in Allanak on the GDB - I love you!

Anyway... I need some info on the takeover for a background. What would a commoner who lived there during the time of the mantis invasion (but not for long, heh) know? Is there any info on this that I missed, and if so, where? All -I- know is that there was some sort of mantis invasion. I dont even know exactly when. I'm sure the PC would be less ignorant than me.

It's changed very recently. You can see it here.

I'll also say that you CAN point to Luir's in the Hall of Kings. I don't think that's giving out IC info at all as every single person whose had a new character since the event will know it ;)
