Open at all times. If you have 1 karma and a Special Application slot available, you can put in a request for this.
Are these characters locked into these roles?

- are they eligible for promotions?
- could the PC leave the clan in the future if IC developments lead that way?

A: For now, no. If we find the game ridiculously saturated with these, maybe we'll add a limit later. But since it's SpecApp, I don't think we'll get too many.

Yes, they are eligible for promotions.
"- Character must remain an active member of the organization for at minimum of 2 Real Life months, actively played. If the organization has a longer commitment, such as lifesworn, that still applies." This means that after 2 RL months as a Trooper, you could leave the Byn. The same is true for the two militias
IF they allow you to leave.

Manually for the moment, I'll work on some automation soonish.

At the very least, they'll be the same. Probably a little higher, though we're still talking about that. But at the least, the same.
Will leaders be informed about these transfers? I can imagine, especially in the AoD, some headsup would be useful.

Depends. When they introduce themselves to the clan, yeah, that's the headsup. I don't foresee us telling sergeants beforehand, unless it becomes an issue?
If the Life Oath applies and after my 2 months I run off will I be stored?
Why do the heavy combat classes get sick boosts and the light combat get almost nothing in comparison?
For the Byn/Legions, are can one app for a dwarf, breed, or an city elf?
I know that they are mundanes, but I want to check.
As far as I know, Privates have the life oath.
Will this be altered to maybe 5 years or so?

- Character cannot be a mul, a half-giant, nor any kind of mage or psionicist. This is for pure mundanes only. Normal racial restrictions apply based on the organization.

The light combat don't get "almost nothing" by any means, you should probably reread that announcement.
That said, it's to simulate that heavy combat gain combat skills faster than light combat.

We'll deal with it if it ever happens. Which is to say, we're not able to predict every scenario and action players do, so no, we haven't given this specific scenario much thought.

The Arm is not open to recruiting dwarves. So no, you could not app a dwarven private in the AoD (or Tuluk).
Sorry if this is "find out IC" territory but for clarity, DO both militaries do life oaths for Private?

In the current documentation for the Sun King's Legion, Privates do 5 year contracts. Corporals and above have a 30 year "lifeswear" contract.
Arm of the Dragon is lifesworn, in current documentation.

Sergeants and the like will get at least the same as these roles. Templars are their own beast handled separately.
Historically, some mutants were allowed in the AoD on a case-by-case basis and the T'zai Byn welcome all kinds.
Are mutants (with or without additional benefits/penalties relevant to their mutation) going to be allowed to utilize this special application?

That will probably depend on the severity and type of mutation. I could see the Byn being more accepting of mutants than the militias. I could see Tuluk being more accepting than Allanak because of their history with the thryzn.

I think the question was more: Why can't I roll a stalker in as a spec app Byn Trooper?
By not choosing a Tier one which focuses on combat, your character is also choosing not to focus so intently on combat and thus their utility skills.
If you want tier one capabilities, pick tier one with a utility-oriented subguild.
There's going to be trade-offs.
Otherwise, they need to offer the same boost to all tiers just for joining the Byn or militias.
Why differentiate between tiers at all?

To give people more options than just raider/enforcer/fighter. That said, these clans are focused on combat roles, which is why it's limited to light combat / heavy combat.

Did the question have to do with Advanced Start, or just about how overlapping Class/Subclasses work? Which I think is just, you get whichever the higher starting skill is, I don't think there is any boost because of overlap.
This should be open to half-giants and mul slaves. Except, make it lifesworn-only instead of the 2 RL month restriction.
The majority of HG's and muls should be in these kinds of roles/organizations according to the docs.
If you roll one up and want to leave, storage is your only option. Give Byn/AOD/SL some TEETH.

I think Roughneck is dead on spot with this one. The dedicated rolls have their place and deserve a boost to skills that would be trade off for a lifesworn roll. I feel these PC's should also be shown in-game respect to an 'ideal starting standard' that others would get after 10-15 year service/dedication to the same cause, for RP perks as well.

I don't think the Byn can or even would enforce a life oath on everyone. It's more of the idea that after 2+ IG years, your character's identity will be in and of the Byn. Your character may not be able to relate to clans less focused on combat: you might even get permanent stripes inked into your skin. None of that is a life oath, but if you were dismissed you might find it very hard to WANT any other faction job.

Byn Troopers and Sergeants are not life sworn.
The Byn have life swearing once you hit lieutenant. Or at least, that's what was told to me when I was going for it a while back.
The Towers likely do NOT have lifeswearing, as far as I know because:
1: HG are dumb and easily kept in place with the right regimens. But they couldn't comprehend giving their whole life. It's like trying to explain a life insurance contract to a 4 year old. He'de understand like 3 words of it.
2: All the Muls are legally owned slaves (except for a very few exceptions)
