It'll just mean that muls are treated much more strictly and probably with less tolerance for idiosyncratic behaviour.

Honestly this should make them as dangerous as I already assumed they were (and my limited experience with outdoors muls suggested).

To me, there is rarely something scarier than a well-trained mul.
