Help Death

After a lot of Staff discussion, we have somewhat modified "Help Death".  At some point it felt like we were constraining ourselves from doing what we would otherwise like to do, because of the way the rules were written.

To quote one Staff member's thoughts that in particular struck me "In the interest of fairness, I personally believe we should treat everybody better in order to be fair, rather than treat everybody worse."
