Do you have to be logged in the GDB to cast votes?

I seem to be having problems with it cause I am logged in and I go to vote and it works, then I got to vote for something else and I don't have the option.

Yes. One vote per person that way.

This is, as far as I know, usually caused by one of two things. Either you have a dynamic IP, which means your IP address changes in the middle of a session, making your login cookie invalid, or the clock on your computer is set ahead or running fast, and your cookies (which are time-sensitive) are expiring very quickly.
