Enhancements to NPC behavior, AI

You may start to notice that NPCs are behaving differently than they used to.  This is not a code glitch, bug, defect, or any code anomaly.  Please refrain from bugging NPC behavior which is different than previous expectations.

I'll let Morgenes elaborate more on these enhancements and how he would like to solicit feedback for related issues.

Many NPC behaviors were updated to take into account wait states that weren't being taken into account before.  The most notable change will be in NPC soldier behavior.  We are still working on making sure this is done across the board.  

If you notice NPC behavior that seems to not be taking into account wait timers appropriately, mail morgenes@armageddon.org and cc mud@armageddon.org with a description of what you see is wrong and a log of it happening.
